Department was established in 2004 and operational since 2005

OBJECTIVES:

Sensitise the youth in the concept of Local Governance

Encourage youth to play an active role in the functioning of Local Government Institutions.

Train the youth for the better implementation poverty alleviation programmes and in social auditing.

Enthuse women leaders to understand various factors of empowerment and take active role in community development.

Background of the Course


The significance and role of local governments, as an integral part of local self-government has substantially increased with the advent of independence. Consequently they could not remain only field agencies for the development and maintenance of civic services and for the execution of national prgorammes in their respective areas but they were also called upon to act as primary units of democratic governments. There is, however, a common feeling, that they have failed to achieve the twin objectives referred above. The expected role of the urban local governments to act as forum of political education has not been realized at all. Democracy rests on the assumption that a government is basically an affair of the people and that all the problems are to be solved with fuller participation and consent of the people. The local governments have unfortunately failed to perform such a role as the people all over the country feel that the local governments have not been empowered to perform its role.


Rationale of the Course


Local Government is so far taught as one of the papers in post graduates courses of Social Sciences such as Political Science, Public Administration and Sociology. All India Institute of Local Self Government has been offering Diploma course in Local Self Government in regular mode. Jamia Handard University has been offering Post Graduate Diploma course in Local Governance in Distance mode and Mahatma Gandhi University has been offering Diploma Course in Local Self Government Law in distance education mode. Gandhigram Rural Institutions initiated a five year integrated programme on Development Administration and Panchayati Raj. The pioneering effort of RGNIYD is to introduce a comprehensive course which involves knowledge requirement in all the areas from local to Global.

By downloading from www.rgniyd.gov.in (A Demand Draft for Rs.100/- is to be sent along with the duly filled in application)


All Demand Drafts must be drawn on a nationalised bank, in favour of ‘Rajiv Gandhi National Institute of Youth Development’ payable at Sriperumbudur-602105.


Fee Structure

The following fee has to be remitted at the time of admission (First Year).

c. Tuition fee (per semester): Rs.3,000/-
